Abstract: The reconstruction itself has on an individual basis taking into account all given circumstances, be carried out by a clear list of requirements to the design and quality and a previously performed discourse about the pros and cons - in interaction between the relevant stakeholders and the public concerned.
A reconstruction is not automatic, it must be fought for at the design stage, until they earned legitimately justified as a last resort method of conservation.
